19 of the Russian's 21 championships have been won on hard surfaces
A revitalized Medvedev secured his maiden trophy for nearly 30 months with success over Frenchman Moutet in the tournament championship match.
The Russian, a former world number one, has had a torrid year, managing just one match at the Grand Slams and experiencing a meltdown at the US Open.
Medvedev's inconsistency on the professional circuit - and struggles with his serve in especial - resulted in him falling of the world's top 10 and ultimately splitting with long-term coach Gilles Cervara.
Currently training with Johansson and Goetzke, he has gradually advanced in the past month - climaxing in a hard-fought three-set triumph over Frenchman Moutet.
It is Medvedev's first title following the 2023 Rome Masters and initial on a hard court after spring of the previous year.
The win also indicates the Russian has secured twenty-one championships at twenty-one various events.
"It's the first time I'm at a competition with my two daughters simultaneously, so to get a title is especially meaningful," stated tennis professional Medvedev.
"This championship is in dedication of my second daughter my daughter, because the initial championship I won when my child my daughter was delivered was for her."
The athlete, the former major winner, had been defeated in his past six title deciders, featuring in the German tournament in the past months.
His counter-punching strategy and regular outbursts on court had caused commentators to doubt if his ability to perform at the top level was over.
But the 29-year-old has implemented adjustments in the past month, attempting to advance forward and compete aggressively, supported by an improved service.
He recovered from a deficit in the first set against the difficult opponent, winning four of the concluding five exchanges to take the lead.
Both players exchanged breaks in the second set before the Frenchman, bidding for his maiden tour championship, seized the initiative to create a third set.
Moutet rescued four early-game break points in a competitive deciding set before the champion won the break to that score to serve for the match.
Appropriately, Medvedev earned victory with a point at the front of the court, with Moutet unable to control a volley after over two and a half hours.
