The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The sequence of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Following this, a heavy machine gun engaged a drone close by, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on external assistance – a dependence that regional partners are evidently unprepared to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to pressure the Kremlin to abandon the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does nothing to deter Moscow, through statements or actions, from believing that the situation will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its benefit.

Current Realities

Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
